How California car tax and DMV fees work
- The rate follows your registration address. The statewide base is 7.25%, but district taxes stack on top, address by address. The rates in this calculator are the most common combined rate in each county (CDTFA-95, October 2026) — Los Angeles County's most common rate is now 11.00%, while a handful of rural counties still sit at 7.25%. Your exact address can differ from your county's typical rate.
- No trade-in credit — and rebates don't help. Tax is on the total selling price. CDTFA's own example taxes a $20,000 car with a $4,000 trade-in on the full $20,000, and a manufacturer rebate you assign to the dealer is part of the taxable price too. Only discounts the dealer funds itself reduce the price.
- The vehicle license fee (VLF) restarts when you buy. It's 0.65% of the vehicle's value, depreciated over 11 years — but a sale re-bases it on your purchase price. Buy a used car for $12,000 and your first-year VLF is $78, whatever the seller was paying.
- The Transportation Improvement Fee (TIF) runs $33 to $231 by vehicle value and is charged at purchase, transfer and renewal.
- Smog: a new gas car pays a $20 abatement fee (no inspection needed for years). A used car 4 or fewer model years old pays an $8 transfer fee instead of a certification; on older cars the seller must hand you a smog certificate — its cost is theirs. EVs pay no smog fees at all.
- EV fee timing: the $121 Road Improvement Fee (model-year 2020+ EVs) is a renewal fee. It is not due when you buy a new EV — calculators that add it at purchase are overstating your total.
- The doc fee is capped and taxable: $85 maximum ($70 for dealers without a DMV partner agreement), added to the price before tax.
Worked example — new car from a dealer, Los Angeles.
$35,000 car, registered at an LA address with the county's most common 11.00% rate, $85 doc fee. Taxable price: $35,000 + $85 = $35,085 (a trade-in or a manufacturer rebate would change nothing). Sales tax: $3,859.35. DMV: registration $76 + CHP $34 + plate $1 + TIF $198 + VLF $227.50 + smog abatement $20 + tire fee $8.75. With the $85 doc fee, total taxes & fees are $4,509.60 — estimated out-the-door total: $39,509.60 (before any dealer-funded discount).
Worked example — used car, private party, San Diego.
$12,000 car, 3 model years old, San Diego County (8.75%). Use tax: $1,050. Transfer fee $15; registration $76 + CHP $34 + plate $1; TIF $66; VLF re-based on your price: $78; smog transfer fee $8. Total taxes & fees: $1,328 — total cost: $13,328.

Deadlines: private-party buyers must report the transfer within 10 days (sellers notify DMV within 5). California has no grace period on registration penalties: 10–20% in the first month, escalating to 160% of the VLF after two years, plus flat registration and CHP penalties. Moving to California? Register within 20 days of becoming a resident — and note that most "49-state" vehicles with under 7,500 miles can't be registered here at all unless California-certified.

Tax on a $30,000 car in California?
It depends on your registration address: $2,175 at the 7.25% floor, $3,300 at Los Angeles' most common 11.00% — plus roughly $585–$600 of DMV fees on a new car (registration, CHP, VLF $195, TIF $132, smog abatement, tire fee, plate). Pick your county in the calculator for your figure.
I bought in a cheaper county but live in Los Angeles. Which rate applies?
Los Angeles. For vehicles, the rate follows the address where the vehicle is registered — dealers collect the tax for your registration address, and private-party buyers pay use tax at that rate to DMV.
A rebate or cashback offer — does it cut my tax?
No. A manufacturer rebate assigned to the dealer is part of the taxable selling price (CDTFA Regulation 1671.1). Only a discount the dealer takes out of its own margin lowers the price you're taxed on.
What if I buy the car out of state?
California use tax still applies when you register it here, with a dollar-for-dollar credit for tax you legally paid the other state. Cars first brought into California within 12 months of purchase are presumed bought for California use. And a non-California-certified vehicle with under 7,500 miles generally cannot be registered here.
Are gifts and family transfers taxed?
True gifts (no payment of any kind) are exempt, as are purchases from close family — a parent, grandparent, child, grandchild, spouse or registered domestic partner, or a minor sibling. Keep the paperwork; some exemptions need a CDTFA use-tax clearance certificate.
Why is my VLF higher than the seller's was?
Because a transfer re-bases it. The vehicle's depreciated value resets to your purchase price, and your first year is charged at 100% of the schedule — 0.65% of what you paid — regardless of the car's age.
Which fees repeat every renewal?
Registration $76, CHP $34, the VLF (depreciating each year), the TIF, smog abatement $20 while a gas car is in its abatement years, and the $121 Road Improvement Fee for 2020+ EVs — plus small county/district fees that vary by address.
Can a dealer charge a $260 doc fee now?
No. A 2025 bill (SB 791) would have raised the cap to 1% of price up to $260, but the governor vetoed it in October 2025. The caps in Vehicle Code §4456.5 stand: $85, or $70 for dealers without a DMV partner agreement.
How much tax and fees on a $40,000 car in Los Angeles?
At LA's most common 11.00% rate: sales tax of $4,409.35 (on $40,085 including the $85 doc fee), plus registration $76, CHP $34, plate $1, VLF $260, TIF $198, smog abatement $20 and tire fee $8.75 — about $5,092 in total taxes and fees, for an out-the-door figure near $45,092 before any dealer-funded discount.
How much are California DMV fees on a new car, before tax?
The fixed items are registration $76, CHP $34 and plate $1. On top come the two value-based fees — the vehicle license fee at 0.65% of the price and the Transportation Improvement Fee ($33–$231 by value) — plus smog abatement $20 on a gas car and $8.75 of tire fees. On a $35,000 car those DMV items total about $565.
I moved to California with my car. What do I owe?
Register within 20 days of becoming a resident. You'll pay use tax at your new address's rate with a dollar-for-dollar credit for tax you legally paid the other state, plus the registration, CHP, VLF and TIF fees — and the car needs a California smog certification and VIN verification on its first CA registration.
